Eastern Regional Jail Overview
Eastern Regional Jail and Correctional Facility is operated by the West Virginia Division of Corrections and Rehabilitation, Bureau of Prisons and Jails. The facility is in Martinsburg, not in Jefferson County, but it is the primary detention facility serving Jefferson County. DCR lists the service counties as Berkeley, Jefferson, and Morgan. DCR says Eastern Regional Jail has operated in the eastern panhandle since September 1999. The FY2025 Annual Report describes the facility as detention for pretrial felony and misdemeanor cases and sentenced felony and misdemeanor cases from the service region. It also says Eastern Regional Jail has been merged with Martinsburg Correctional Center-Male Classification Intake Facility. That intake and classification role means a newly sentenced or newly booked person may be processed through the facility even when the final case path later changes.

The strongest sourced facility statistic is the FY2025 rated population. WVDCR lists Eastern Regional Jail with a rated population of 448 in the FY2025 Annual Report. That figure should be treated as rated capacity, not a same-day population count. Earlier annual report sources found during research list facility population figures of 626 in FY2021, 506 in FY2022, and 193 in FY2024, but those figures are regional facility figures. They are not Jefferson-only counts.

Call before travel. The research did not locate public lobby hours separate from visitation scheduling. Jefferson County residents often expect a local jail in Charles Town, but the actual jail address for Jefferson County regional custody is in Martinsburg. The Sheriff's Office in Kearneysville remains relevant for sheriff reports and local law-enforcement service questions, but it does not operate this jail.

Eastern Regional Jail Visitation
The official Eastern Regional Jail visitation PDF says visits are scheduled during normal business hours Monday, Wednesday, and Friday from 9 a.m. to 3 p.m. Visitors must call at least one day before the intended visit. Each visit is 30 minutes, each inmate gets one visit per week, and the visit group limit is one adult with two children or two adults. Visitors need accepted photo ID, such as a driver's license, non-driving ID card, U.S. passport book or card, or U.S. military ID. Social Security cards, credit cards, insurance cards, and self-generated IDs are not accepted. Birth certificates are accepted only for minor children visiting with a parent or legal guardian.

Eastern Regional Jail Booking Intake
After a Jefferson County arrest, the likely route is transport into the regional jail system, intake at Eastern Regional Jail if accepted there, and then court processing in Magistrate Court or Circuit Court. Booking normally includes identity confirmation, basic biographical data, property handling, search, fingerprints, a booking photo where taken, charge entry, medical or mental-health screening, classification, and housing assignment. DCR's FY2025 description of the merged male classification intake function makes classification a core part of the facility's role.
Because no official Jefferson County-specific intake timeline was located, avoid relying on a fixed number of hours before the roster updates. Jail custody and court records are linked but separate.
