Jefferson County Jail Roster Overview
Jefferson County inmate records do not come from a county-only jail roster. The primary official channel is the WV Regional Jail Offender Search, which is maintained by WVDCR for regional jail custody. Eastern Regional Jail and Correctional Facility serves Berkeley, Jefferson, and Morgan counties, so a Jefferson County arrest can show under a Martinsburg facility. The Jefferson County Sheriff's Office is important for law-enforcement reports, non-emergency calls, and some public-record requests, but it is not the operator of the regional jail roster.
The roster should be read as a custody tool. It can help determine whether someone is currently in regional jail custody or was admitted through the daily incarceration feed. It should not be treated as the final record of guilt, dismissal, sentencing, or release eligibility. The RJA search disclaimer says information is public and updated regularly, but it can change quickly and may not reflect the true current location, release date, status, or other offender information. For filed charges, use the courts. For report copies, use the arresting agency.
Use the Jefferson County Inmate Roster
The jail roster search requires a last name and a reCAPTCHA. A first name is optional, but it helps when the last name is common. Entering the first three letters of the last name is enough to begin. The search is free and does not require a login. If a person was booked very recently, Daily Incarcerations may show an admission before a standard name search feels complete.
- Open the WV Regional Jail Offender Search from the WVDCR offender-search hub or directly from the RJA search page.
- Enter the last name, using at least the first three letters.
- Add the first name if many people may match.
- Complete the reCAPTCHA and submit the search.
- Compare any result with Daily Incarcerations, court records, or a phone call to Eastern Regional Jail when timing matters.
The RJA offender search screenshot captured for this project shows the public fields and warning language readers see before searching.
Jefferson County Roster Search Fields
The fields are simple, but the access limits are important. The RJA portal requires a name search and a captcha, and the public record can lag behind live housing or release changes. Use full names when possible. Use partial names when spelling is uncertain. If the person may have been admitted today, check the daily admissions page and filter by Jefferson County or review Eastern Regional Jail admissions.
| Field label | Type | Required | Notes |
|---|---|---|---|
| Last Name | Text | Yes | Minimum 3 and maximum 100 characters. Partial or full last name accepted. |
| First Name | Text | No | Maximum 100 characters. Helps narrow common names. |
| reCAPTCHA | Captcha | Yes | Google reCAPTCHA appears before submission. |
| Search | Submit button | Yes | Pressing search accepts the DCR terms and disclaimer. |
Daily Incarcerations uses a county dropdown. Jefferson appears among the county options, and the admissions summary observed during research included time, last name, first name, middle name, birth date, and gender.
Jefferson County Inmate Profile Fields
Research could not open a live Jefferson County inmate profile because active search behavior and reCAPTCHA limited access. That means bond amount, housing unit, charge code, case number, mugshot display, and retention details should not be invented. The observed public inventory still supports a practical field list from Daily Incarcerations and the RJA disclaimer.
| Field | What it shows |
|---|---|
| Name components | Last, first, and middle names on admission rows and search results. |
| Birth date | Displayed in the Daily Incarcerations admission summary observed during research. |
| Gender | Displayed in the observed admission summary. |
| Admission time | Time tied to a daily admission row. |
| Institution | Regional jail institution connected to the admission. |
| View Details | Link appears in admission rows, though details may be unavailable or gated. |
Note: Jail roster data answers custody questions; it does not prove a conviction or final charge outcome.
Jefferson County Daily Incarcerations
Daily Incarcerations is useful when a booking is too new, a spelling is uncertain, or the reader wants admissions rather than a standard name-search result. The page can be filtered by county. It also presents admissions by institution for a given date. For Jefferson County, the county route is especially helpful because Eastern Regional Jail also serves Berkeley and Morgan counties.
The daily page captured during research showed "Admissions by Institution" for July 2, 2026 and an admission-summary table after selecting an institution. That page is not a permanent archive of every past record. It is a current public admissions tool. If a release or transfer has already occurred, call the facility, search the prison locator, or use VINE for notification.
Find County State and Federal Inmates
Use the system that matches the custody status. Jefferson County regional jail custody is different from state prison, federal prison, federal pretrial custody, and immigration detention. A person can move between systems after sentencing, detainer action, or transfer. The WVDCR prison search covers active prison, parole, or supervision cases, but it does not list discharged offenders. BOP and ICE have their own federal locators.
| Custody or record need | Where to look |
|---|---|
| Current regional jail custody | WV Regional Jail Offender Search |
| Recent admission | Daily Incarcerations |
| State prison, parole, supervision | WVDCR prison offender search |
| Federal inmate | Federal Bureau of Prisons inmate locator |
| Immigration detainee | ICE Online Detainee Locator System |
West Virginia VINE is also available for custody-status notifications. It is not the same as the jail roster, but it can help a victim, family member, or attorney follow release or transfer events after registering.
Jefferson County Jail Facility Contact
Eastern Regional Jail and Correctional Facility is the facility listed for Jefferson County in the Facility Map. DCR lists the superintendent as Didymus Tate and says the facility has operated in Martinsburg since September 1999. The FY2025 annual report describes it as detention for pretrial felony and misdemeanor cases and sentenced felony and misdemeanor cases from Berkeley, Morgan, and Jefferson counties. Call before travel because no separate public lobby hours were located in the official sources reviewed.

Booking Process in Jefferson County
A Jefferson County arrest may begin with the Sheriff's Office, West Virginia State Police, a city police department, Shepherd University Police, or another authorized agency. After arrest, the practical path is transport into the regional jail system, intake at Eastern Regional Jail if accepted there, and then court processing in Magistrate Court or Circuit Court depending on the charge and case stage. Booking usually includes identity confirmation, property handling, search, fingerprints, a booking photo where taken, charge entry, health screening, classification, and housing assignment.
There is no official Jefferson County-specific promise about how fast a booking appears online. RJA warns that public information can change quickly. For urgent same-day release or location questions, check the roster, check Daily Incarcerations, and call Eastern Regional Jail. Court records then show the formal criminal path after booking. For court-record detail, see Jefferson County court records after jail arrest.
Jefferson County Jail Visitation Rules
Eastern Regional Jail visitation is controlled by the official ERJ visitation PDF. Visits must be scheduled by phone at least one day before the visit, and scheduling occurs during normal business hours Monday, Wednesday, and Friday from 9 a.m. to 3 p.m. Each visit is 30 minutes, each inmate receives one visit per week, and the group limit is one adult with two children or two adults. Accepted ID includes driver's license, non-driving identification card, U.S. passport book or card, and U.S. military ID.
| Day | Listed visit windows | Type |
|---|---|---|
| Tuesday | 10:00-10:30; 11:00-11:30; 13:00-13:30; 14:00-14:30; 15:00-15:30 | In-person, scheduled |
| Thursday | 13:00-13:30; 14:00-14:30; 15:00-15:30; 17:00-17:30; 18:00-18:30 | In-person, scheduled |
| Saturday | Same times listed under Tuesday in the PDF layout | Confirm when scheduling |
Minor children need the proper adult escort and, in some situations, a notarized Juvenile Visitation Form. The dress code bans short, tight, low-cut, see-through, mesh, hooded, or revealing clothing, open-toed shoes, hats, sunglasses, and several other items. Weapons, tobacco, cellphones, purses, food, drink, and most personal items are unauthorized.
Reports Money and VINE Alerts
For sheriff incident or accident reports, the Jefferson County Sheriff's Services page says reports are available in person during regular business office hours or by mail. Copies cost $20 per report. Mail requests must include a self-addressed stamped envelope. Pictures associated with reports cost $5 per page or $20 for a CD if available. That sheriff report process is not the same as a jail roster search.
